Mr R. D. Toba is currently a PhD student in Management Sciences (Specializing on sustainability on Institutional reforms )at the university of Dar es Salaam. Mr. Toba is also a holder of Master Degree in Engineering Management from University of Dar es Salaam. During his Masters Degree, he studied enterprenureship.
Mr Toba has been involved in a number of consultancy projects, which are related to strategic planning, training on programme/project and business plan development, training on project management, monitoring and evaluation, research needs assessment, training needs assessment, human resources management, organisation, business plans and entrepreneurship. Among the various consultancies, which Mr. Toba was involved includes: Mid term evaluation of the Tanzania Forum Syd Pogramme 2006; training on project development and project management for TENET and Tanzania Library Association, training needs assessment on monitoring & evaluation (M&E), management information system (MIS), Development of the National Multi-Sectoral HIV/AIDS framework, Preparation of a business plan for establishing an Insurance Agency at the University of Dar es Salaam; Preparation of a business plan for establishing micro-business complexes at the University of Dar es Salaam; commercialisation plan for the University of Dar es Salaam Health Centre; Preparation of a business strategic study and preparation of scheme service for the Tanzania Standard [Newspapers] Ltd; Pusiness plan for a newly established printing unit at UCLAS and one in town, Developed HIV/AIDS workplace interventions for the Ministry of Youth and sports as well as the Ministry of Women and Children, Development and annual rolling forward of the strategic plan exercise at University of Dar es Salaam, Colleges, Faculties and Institutes since 1997 to date; Development of organizational structure of the newly established Dar es Salaam Institute of Technology (DIT); Reviewed staffing levels, scheme of service and staff regulations of the Dar es Salaam Institute of Technology; Preparation of the College of Business Education’s long vision and strategic plan: 2000-2005; Reviewing of the constitution of CREW Tanzania; Trained management of the Tanzania Civil Aviation Authority(TCAA) on Quality Management and Quality Assurance in accordance with ISO 9000 series; Study to transform the Civil Aviation Training Institute into a semi autonomous institute; Developed the Master Plan for the Ministry of Science technology and Higher education (MSTHE), and also developed strategic plan for the Hubert Kairuki Memorial university (HKMU).
