Creating Frameworks for Public Private Partnership (PPP) with the aim to reduce poverty

Tsedale Nega College Gondar, Ethiopia -

The dutch foundation GreenDreamCompany sees creation of employment as a contribution in poverty reduction; to make it sustainable a business-approach is needed.
A good method to make progress is the Public Private Partnership (PPP) between government and private parties. GreenDreamCompany creates frameworks to work together.
Frameworks result in Integrated Business- and Employment Projects, funded at 4 pillars:
1. Education
2. Training social skills and empowerment as well as training om the job
3. Jobfinding and -coaching
4. Jobcreation and Business start-ups
By combining those 4 'keywords' in a training-program and supporting students (and/or labourers) within a professional, realistic and performing organisation it will guarantee succes for all participants.
The total-concept contains a complete accompaniment until (re-)finding selfrespect and social independency of the participants. Creating the possibility of literaly 'building-up' their own environment it will give graduates strength and trust in the future! The combination of education, practical experience and employment leads to self-rescue, independency and prosperity.
GreenDreamCompany contracts partners (p.e. local-, regional- and/or rural governments, businesses, profession-colleges, other foundations, NGO's, etc.) through joint-ventures to increase involvement, feasibility and persistence. Plans are made together to fullfill needs and eradicate poverty by setting up a knowledge-bridge between the Netherlands and the needed country and by setting up all kind of sustainable businesses: micro intrepreneurship as well as middle-sized and big-sized companies; all based on 'Social Justify Entrepreneurship'.
The Business
GreenDreamCompany creates Frameworks to work together in a Public Private Partnership (PPP) with the aim to reduce poverty.
To make plans work out, GreenDreamCompany contracts other actors (p.e. local-, regional- or rural governments, colleges, businesses, foundations, NGO's, etc.) through joint-ventures to increase involvement, feasibility and persistence. Plans are made together to fullfill needs of the needed area.
By setting up knowledge-bridges between the Netherlands and the needed regions, as well as stimulating business-interests and finding financial support and investors, GreenDreamCompany makes projects happen!
The best way to explain the product/service is to describe our projects.
In our project in Gondar (Ethiopia) GreenDreamCompany made a first Joint Venture with the private Tsedale Nega College, who aims at middle-level students. Declarations of Intent are signed by Ministry, local Government and Private Parties.
The 4 pillars are filled in as follows:
1. Education
In September 2006 the Tsedale Nega College starts to train and educate 75 to 150 students in Computer Science, Accountancy and Human Resource Management. Hotelmanagement is in preparation.
2. Training social skills and empowerment as well as training on the job
In last phase of education a trainingprogram on social skills and empowerment is given. Besides that three ‘business/learningschools’ will be created for training on the job:
I. a trading-company of Ethiopian products, aiming at foreign markets;
II. a horeca-venture with hotelfacilities;
III. an insource-venture of foreign business and knowledge to bring to Ethiopia (ICT).
3. Jobfinding and -coaching
Together with different business-partners in Gondar and surroundings we make convenants for creating jobs for students of the Tsedale Nega College. Also coaching-on the-job will be 'part of the deal'.
4. Jobcreation and Business start-ups
To make plans feasable and durable it is necessary to gather income; by developing a touristical eco-area with sufficient employment-opportunities and possibilities for business start-ups, this will be guaranteed.
The combination of education, practical experience and employment leads to self-rescue, independency and prosperity.
SPECIAL ATTENTION IN OUR PROJECTS GOES TO GENDER_EQUALITY!
The business-idea (creating frameworks to work together in a Public Private Partnership) is profitable because of:
1. the equal aim of business and government (a succesfull project);
2. the strong mix of Business and Employement;
3. the individual wish of giving meaning to life.

As shown in figure B. we expect a controlable growth of the Working Capital of the Foundation. This capital will be brought together by private donations, donations of businesses and subsidies.

• Scope of Investments: internal funds + external investments
Investments will be made by the Foundation together with the public and Private Partners in the Joint Ventures.
• The Foundation invests in ‘realizing the framework’ for the Partnerships and all costs that are not business-minded (p.e. social needs for youth or elderly people);
• Public and Private Partners invest in project-related matter, with a business-aim to make projects sustainable for the future.
Development
CONOMIC DEVELOPMENTAL IMPACT
Bringing parties together makes a financial injection possible for a certain area.
The main objective is to educate and create jobs / business start-ups, so economical development will be huge. A paragraph in the Joint Venture-agreements describes the way how private parties have to take their social resposibilities.
The social and economical development will be followed several years by GDC.
SOCIAL IMPLICATIONS
The social impact for the people in the needed area, will be extensive:
• creating the possibility of 'building-up’ a new environment will give inhabitants of Gorgora the opportunity to strengthen and it will create trust in the future;
• skilled and experienced (academic) manpower will arise again;
• new houses will be build and small businesses will flourish;
• the combination of education, practical work experience and employment opportunity will lead to self-rescue, and a re-inventing and prosperous society;
• the total-concept and the four pillars contain a complete improvement for re-finding a new society, self respect and social independency.
By giving people the possibility of literaly ‘building-up’ their own living, it will give them strength and empowerment, so it will help reducing poverty!
ENVIRONMENTAL IMPLICATIONS
This is what the projects of GreenDreamCompany are all about:
by lifting environments to a higher level a whole community takes advantage.
