Program
Abstract
B2Bsheamarket.com will be an e-marketplace in Benin that enables rural woman cooperative, farmers, and small and medium enterprises to access market prices and trade products. The marketplace can be accessed via web site or cell phone. The first phase of the project involved obtaining content for the B2B web site from a variety of agricultural and shea butter cooperatives and training them to access and post products on the site.
The second phase of the project will focus on getting target groups connected to the Internet and conducting actual transactions online. These mean ICT systems (hardware/software/power)
Background
The project objective is to “enable rural women shea butter producer to harness the benefits of information and communications technologies
to promote economic development and social well-being.” It is hoped that by providing transparent and timely market information to both buyers and sellers, the project will enhance efficiencies in the agricultural market. In addition, the ability of rural women producers to tap buyers and sellers directly and to obtain competitive
prices for inputs and outputs should result in higher incomes—a direct poverty alleviation impact.
The rationale behind the project is that rural female shea producer in Benin, particularly those in rural areas, have long suffered from lack of market price information and poor access to buyers and sellers. Consequently, they have been unable to get the best value for their produce and have usually relied on traders to serve as intermediaries.
The interests of the traders, however, often conflict with those of the producers—putting into question the reliability of the market price information provided by traders and the fairness of the purchase and sale prices negotiated by them with the farmers.
Moreover, no mechanism existed to allow producer and cooperatives to market their products and trade directly with distant buyers and sellers.To address these marketing deficiencies, www.b2bsheamarket.com will provide a free electronic bulletin board and marketplace designed to bring relevant market information directly to producers, primarily through their cooperatives. As an electronic bulletin board, the web site enables users to gain greater negotiating leverage from awareness of prevailing market prices for their products. As an electronic marketplace, the web site aims to minimize intermediation (middlemen’s fees), thereby enabling producers to reap the gains of lower costs and broader market reach. Project activities to date will include establishment of the web site, creation of web site content, and a training/information, ICT systems (hardware/software/power)
The training program included computer training and online basics. Future
trainings will address, among other topics, how to negotiate online, how to canvass prices, and how to contact buyers.
Impact/Results
_ Target groups gained access to additional marketing windows for their commodities. www.b2bsheamarket.com believes that the Internet is the ultimate playing field where shea butter producers can sell their commodities at prices that are not controlled by middlemen.
Target groups
B2B mainly targets shea butter producers, but also farmers and small entrepreneurs. Shea is one of few products whose extraction, processing and commercialization are exclusively controlled by women, and its sales account for as much as 100% of rural female revenues in Benin. Advocates for gender equity, poverty reduction, and sustainable development are therefore pursuing increased global demand for shea butter to enhance the incomes of impoverished female producers.

By accessing information on prices, volumes, and the identities of buyers and sellers, producers will be able to negotiate and attain competitive prices for their products
and purchases. B2Bpricenow.com will intend to train producers to use information and communications technologies in their day-to-day transactions by the project.

Desktop computers and telephone connections for 14 cooperative groups and more in TCHAOUROU region. In addition, Internet cafes tha will use wireless technology to link to the Internet. The web site and server will be develop and host by our partner as Unisys and others. Cell phones can be used to access information via the Short Messaging Service (SMS) application.

Challenges
_ The main challenge was locating funds to cover education and technology costs.
_ The main technical challenge will be poor-quality or non-existent telephone connections. For areas far from any telephone service. In contrast to most developing countries,
electricity connection rates are also fairly expensive and non existent in Benin.
Key factors/issues which led to poverty
reduction outcomes
_ This project will contribute to poverty reduction in four ways:
1) it helps women producers increase their revenues by getting competitive prices for their produce,
2) it will help women producers lower costs by enabling them tocommunicate electronically with other cooperatives that have similar purchasing and marketing requirements,
3) price and supply volume information will help producers to make better crop and other investment choices,
4) the site will enable producers to broaden
their customer base and to trade with one another.
_ Lesson learned: It is better to invite younger members from the cooperatives, as they are more inclined to continue to use the computer than older members.
_ Project timing and price (free) will be key factors in project success.
Future outlook
www.b2bsheamarket.com will set up partnerships with computer hardware companies, cell phone operators, and other service providers to expand the project to more farmer cooperatives. In exchange, the companies will advertise their products on the B2B web site.

INTRODUCTION
1.1. The Background of Implementing Organization
Sustainable Development Programme (SUDEP)is nonpolitical,non-profit,but CBO (community based organisation),registered in Kenya.SUDEP started its operations in Uasin Gishu district of the riftvalley province of Kenya in 2005, when it was incorporated.It started implementing its projects in business training,business management,marketing and farming to its members. 1.2.3. Universities and academic Institutions: will be necessary in conducting applied research for adaptability reasons and for exchange and dissemination of information regarding the same. We shall have a consultant to aid the project for the same whenever and wherever funds will be available especially at the end of project.
1.2.4. The community: will participate in project planning, monitoring and evaluation right from inception to the end, including decision making, and contributions in terms of labour, materials, and monies appropriately.
1.3. Problem Statement
In many developing economies that solely depend on agriculture, increased poverty due to high levels of unemployment, lack of food security due to shrinking arable land-resulting from high population pressure and constant land subdivisions have made households vulnerable to income changes. Prolonged land use and environmental degradation have led to decreased agricultural productivity per acre for the rural households’ hence making them more vulnerable, to slight shifts in incomes and food security.
Over 90% of people living in the rift valley province of Kenya depend on farming for their livelihoods.ln fact the province is the country’s bread basket. Majority of these people are very poor living below the poverty line. In Uasin Gishu district poverty levels still remain high despite growth in economy over the past five years.Recent increases in consumption costs as a result of the post election violence has led to many households vulnerable to low access to health services’ provision, poor access to quality education, and real reduction in disposable income per household,all these defined as poverty.
However, safety nets to assist low income families to produce and access their basic needs like health and education are not very accessible.
Most financial institutions require collateral for which is unavailable for most poor households, hence increased poverty and inequality.
1.4. Management Structure of the groups
The groups have board officials comprising of the Chairman, treasurer, and the secretary. Also there are two ex officio members and/or two assistants to the chairman/secretary, whichever is deemed fit.
1.5. Composition of Members and Reasons for Formation
Most of the self-help groups were formed by various individuals for their own various reasons,geared toward poverty reduction and self development efforts. However,most of the groups were formed with view of socio-economic empowerment of poor and vulnerable households especially those caring and supporting orphans and Vulnerable children in the district.
1.6. The Need for credit
We need credit as part of an integrated programme for alleviation of poverty and vulnerability thereby increasing the wellbeing of the poorest households. Development- is interventionist poverty reduction and community development paradigm, which requires a neo-liberal market growth. .
We offer credit at every point for economic, social and political empowerment especially for women thus the promotion of gender equality and human rights.
Generally, credit, which when given appropriately,helps in building assets and smoothing the income requirements,it can also convert very small irregular incomes into huge lump sums to augment livelihood strategies and greatly reduce vulnerability.

2.2. Goal: To provide financially self-sustainable financial services, which increases access to financial wellbeing, asset accumulation, and socio-economic development for large number of people especially women and youth?
2.2. Objective
1. To provide savings mobilization for self help groups.
2. To provide support to self help groups by providing advice and training for business development and poverty reduction.
3. To provide accessible credit to self help groups and/or members undertaking viable self help projects, thereby leading to increased incomes, savings and investments.
4. To provide self help group members with mechanisms for interaction, mutual support and training in income generating activities.
2.3. Micro Credit Programme
Micro credit program is a programme for alleviation of poverty and community development to vulnerable households which will increase the well being of poorest households. The purpose is to lend amounts of money to a large number of customers who are poor and cannot afford collateral. We shall consider groups that have at least 10 members to 15 . Group lending shall involve the transferring of the financial administration onto members and the risk of non-repayment from the institution (us) to the group peer pressure and joint liability.
This programme shall extend loans to saving groups for existing profitable projects and economically feasible projects. All recipients must belong to a group and must meet eligibility criteria.
a. Credit Group Certification
Certification for a group to borrow will be the responsibility of the loan manager working in close consultation with the field agent. The loan manger shall visit each group in the field and provide approval. Upon his visit he shall find out:
• The economic activities of the group and how the money will be utilized.
• About the main economic problems of the community.
• The bylaws and explain the most important ones.
• What the group may do if one of the members does not make loan payment.
• The loan manager generally observes the group and looks for harmony or tension among members. If satisfied he approves the group, if not he may advice them accordingly.
Before loan disbursement,certification by community leaders shall be required.The chief, assistant chief or church leader endorses the form before loan approval.
b. The Loan Purpose
Loans will be advanced to finance the existing projects or feasible ones. We shall finance all the viable projects including micro starts,stocking agriculture, and livestock production.
c. Interest Rates
We shall charge loan interest rates that will cover the cost of capital, and estimated losses or defaults.
dLoan Amounts
We plan to give our clients working capital and micro-loans for the purchase of small assets. Loan ceilings will be determined by loans manager. Repayments shall be made weekly, and/or monthly-capital plus interest.
eLoan Application
Loan applicants are selected by group management committee. Application forms will be available from the Field Agent and issues through the committees and filled through the committees, to each individual borrower or the group.
f.Savings
Every loan applicant will have to provide a liquid savings to qualify for loan awards. Savings will not be tied to loan applications but shall be a virtue inculcated in the group member. We shall provide easy access to such savings, safety and positive returns to encourage savings.
g.Forced Savings
To accustom future borrowers to be financially disciplined, and to serve as collateral,we shall require that any interest due to savings by the individual be converted into his/her shares..Additionally,for those with viable businesses and have no savings, upon special consideration, we can convert 5% of final loan amount in savings of the individual in his shares.
2.3.1. Loan Monitoring
Loan monitoring will be done by the credit management committees, through treasurers assisted by group members and the Field Agent.
a. The ledger-
This will record information for each of the borrowers in the project’s past and present performance.It will be organized by the group in alphabetical order.Each borrower will have his on a page in the ledger. The ledger will contain three parts: borrower profile, summary of loans, and record of payments.
b.Passbook:
The group treasurer is responsible for collecting and recording payments from the borrowers. She may give a receipt for the payment made to her. The group treasurer makes entries for the date and payments and calculates the new outstanding balances. The treasurer and the Field Agent will initial the passbook with the borrower.
Cash Transfer Report
The group treasurer/field Agent records each payment in the transfer report to track the repayment of the group’s loans. It lists the borrower’s name, the repayment amount transferred, and the date payment was done or received. The groups name and the treasurer/field agent are written on top.
a Cash Handling
The group treasurer shall deposit the weekly cash payments in the bank or secure depository. Disbursements will be done via bank cheques or drafts. Clients will make their payments via receipts. Collection of money shall be done during meetings and with correct signatures appended.
b Postings Receipt
Following each field visits the field agent will give transfer reports and any cash collection receipts to the loan manager.The loan manager will update each borrowers account by posting the payments from transfer reports to the ledger.The book keeper will also transfer reports to the transactional journal. This preserves the principle of checks and balances.
cTransactional Journal
This is used to record all the amounts of money flowing in and out. It will include inflows such as loan payment and outflows such as salaries. The book keeper while handling transactional journal diligently shall;
• Post money received or spent;
• Record amounts accurately, double checking his work;
• Handle recurring transactions consistently each time they occur;
• Retain and file a deposit slip for each money received; and
• Retain an invoice for money paid out.
d Producing Non Payment Reports
At the regular collection visits, the field agent enters on the non payment report form, the amount of payment due but not yet received. This is submitted to the manager along with other field reports. As past due payments are made, the field agent updates the report.
e Providing Delinquency Details
For problematic delinquencies,a summary of the ledger will be done. The loan manager will prepare a detailed sheet that includes:Borrower’s name, original loan amount, amount paid to date, current balance, date of last payment, number of payments due and total amounts overdue.
f Remedial Steps
When preparing for regular field visits, the field agent will know the total due on group’s regular installments any shortfall will be discussed by the group.We shall use pressure from the group to enforce delinquent payments.
2.3.2. The Impact on Loaness, Their Families and Society
a. Increases in income--successful micro finance results in empowerment of poor households to increased income levels.
b. Control over income and intra household decision making-traditionally, women,or the poor have their rights kept and their voices muted due to low income levels.By gaining access to high income earnings, they are bound to emancipate themselves by gaining control over their income and actively participate in broader development activities in the community, socially, economically and politically.
2.3.3. Importance of Rotating Savings and Credit Associations (ROSCAS)-Merry-Go-Round for Micro Financing
ROSCAs are vital to micro financing because:
a. They build social capital key to micro financing- effective social capital formation highly facilitates the delivery of micro finance inputs and outputs and at a reduced cost. Most firms use ROSCAs because of their easier accessibility.
b. Savings Mobilization, ROSCAs are easier and quick forum through which savings can be mobilized. Members save to meet their needs at opportune time and also as away of promoting social gathering, hence, ROSCAs become the best platform through which we provide credit to borrowers especially where collateral is lacking.
c. Loan Repayments: ROSCAs play a good role in fostering loan repayment especially when there are delinquencies from individual loan borrowers.The members of the concerned group are used to pile pressure on the individual defaulter to effect payments and they can also suggest strategies on how to deal with delinquencies.
2.4. Business Development Services
These are non financial services provided to small and medium based enterprises at various stages of development in micro financing in pre-start-up, start-up, expansion and modernization stages.Theses services encompasses: training

2. Information provision
3. Technology development and transfer; and
4. Business linkages
These services are aimed at assisting SMEs at overcoming both internal and external constraints on their development and therefore improve their performance.
2.4.1. How?
We shall design an intervention to promote SME needs
Identifying the SME needs- based on the following approaches:
• We shall look at felt/perceived needs- what SMEs perceive and state to be their problems. It reflects their immediate analysis of their situation.
• Objective/real/logical needs-these are what BDS organizations believe to be the problems of SMEs. It reflects their analysis of situation.
• Demand: it implies the willingness to pay for a particular kind of service delivery which will satisfy their felt needs, willingness to pay + felt needs through:
1. Needs assessment process
2. Being close to SMEs
3. Our being participative
4. On-going planning and learning
5. Developing a tight focus
Also, we shall, where necessary conduct

2. Action research and /or
3. participatory rural appraisal
2.5. Institutional Capacity Building
Training is the most common form of Business Development Services (BDS) intervention.This will cover a broad swathe of interventions based on teaching-style,inputs,usually not on a one-to-one basis, involving facilitators/trainers and groups of trainees.Training will enhance SMEs learning.It will cover business management services, entrepreneurship and vocational subjects.It will help develop knowledge and skills covering:
1. What SMES do:based on subjects such as marketing,book keeping, production techniques and product development among others.
2. How to deal with problems-how to find new customers, pricing strategies material costs reduction,development of new product ideas and so forth.
3. Who with- introducing own-manager to useful resource people, potential customers, suppliers or collaborators and how to deal with them.
2.6. How Money Will Be Recovered
This will be done through groups on monthly basis
1. Through outreach: we shall have field agents responsible for outreach programs. They will guide on group formation, advice and counseling, and needs assessment among others.She will also meet groups,one at a time and discuss among other things, loan recovery and delinquency issues.
2. Debt collection: This will be agent from the group who will assist in recovery of monies.Suitably,the treasurer will do the collection of monies and issue a receipt.The treasurer assisted by fellow group members will follow-up those cases that are delinquent but she/he shall not handle money in cash.
3. Through Group Guarantees: members of the group to whom the defaulter belongs will have to take up any liability in case of demise, exit ( of membership while servicing loan)
2.7. Project Area
We shall implement this project in Marura,lten,Kapsoya,Wareng divisions of Uasin Gishu district,these are divisions in the district which is in the rift valley province of Kenya.The rift valley province forms the bread basket of the country.This therefore will ensure sufficient food production for the entire nation’s granary.
It has a population of over1, 370, 608 people, with 75% of them below the age of 30. It covers an area of 2262sq Km out of which 137 sq. Km is under permanent water.
The inhabitants of the district are mainly the Kalenjin tribe.Economically, the district depends mainly on agriculture.
3.0. PROJECT ORGANIZATION AND MANAGEMENT
3.1. Project Personnel
1. The loan manager: the CEO, will spearhead staff to engage in proper planning, co-ordination, supervision, and overall implementation of the program for sustainability.
2. The Field Agent a professional with experience of at least 3 years which is relevant experience will be recruited to manage or run the day to day operations. In conjunction with the management, group, he/she will be a liaison officer reporting to the SUDEP.
3. Accounts Clerk: accountant with at least 2 years of relevant experience will be hired to assist with bookkeeping and accounting aspects of the project on the daily basis.
4.0. PROJECT MONITORING AND EVALUATION
There will be joint evaluation by the management team and all beneficiaries involved. The beneficiaries will submit monthly returns to the management team while the management team will submit quarterly progress reports and consolidated project implementation reports quarterly or biannually to financiers.
The loan manager will perform attendance records checks, contact follow ups and file outcome reports on a quarterly and yearly basis.
5.0. Sustainability
We hope the project will sustain itself overtime through fees and levies charged.
