Private Sector Development: Financial Sector Development

More than 4 billion people in developing countries lack access to financial services such as credit, savings and insurance. A large body of evidence shows that a well functioning and inclusive financial sector is demonstrably linked to growth and poverty reduction.

Purpose and structure of this paper

The purpose of this paper is to present the main elements of Financial Sector Development in the context of development co-operation, to give an overview of the curent Dutch policy in this area and to mark priorities for the coming years.

The structure of this paper is as follows:

• Chapter 2 explains why the financial sector is important to growth and poverty reduction.
• Chapter 3 describes in some detail what FSD entails, including the respective roles of the most important donors in FSD and also gives an overview of the recent debate.
• Chapter 4 provides a detailed overview of present DGIS policies and programmes in this field.
• Chapter 5 looks at the implications for future DGIS policies and programs.
