Private Sector Development: Infrastructure
Infrastructure is back on the development agenda. This news comes after a decade of limited interest by donors – the World Bank chief among them – due to concerns about white elephants and the environmental impact, and uncertainty about the roles of the public and private sectors within the infrastructure domain.
Purpose of this paper
The purpose of this paper is to present the main elements of financial sector development in the context of development cooperation, to give an overview of current Dutch policy in this area and to identify priorities for the coming years.
The structure of this paper is as follows:
Each chapter of this paper is devoted to a particular theme. Chapter 2 discusses the importance of infrastructure for development. After defining ‘infrastructure’, Chapter 3 provides an overview of the sector (including the respective roles of the most important donors in the area) and summarises the salient points of the recent debate. Chapter 4 offers a detailed overview of current Ministry policy and programmes in this field. Some possible ways forward are highlighted in Chapter 5.
