Private Sector Development: Access to Skills and Knowledge

The purpose of this paper is to present the main elements of access to skills and knowledge for the business community in the context of development cooperation, to give an overview of current Dutch policy in this area and to identify priorities for the coming years.

Purpose and structure of this paper

By its nature, capacity strengthening is at the core of development cooperation. It is therefore also found in the working papers on, for instance, market access and market development, and financial sector development.

The structure of this paper is as follows:

• Chapter 2 explains why access to skills and knowledge is vital to growth and poverty reduction.
• Chapter 3 describes in some detail what access to skills and knowledge entails. It outlines the role of donors and also gives an account of the ongoing debate.
• Chapter 4 provides a detailed overview of the Ministry’s present policies and programmes in this field.
• Chapter 5 considers the implications for future policies and programmes.
• Chapter 6 deals with the Ministry’s knowledge and research strategy regarding the skills and knowledge theme.
