Moussa Kiba Doumbia (46) is the founder and General Manager of SAFE-ELEC and the champion of this investment. He graduated from the Polytechnic Institute of Leningrad (Russia, 1988) in Electrical Engineering; he also holds a Master degree in industrial automation systems from the “Ecole Supérieure d’Electricité” (France, 1992). He spent five (5) years in France and thirteen (13) years in Canada working with several organizations on mechanisms for delivering demand-driven community energy infrastructure and on small enterprise development projects in Africa (Senegal, Burkina Faso, Mali and Niger), and East Europe (Russia, Hungary, and Turkey).

Studying and working abroad enable Mr Doumbia to learn and experience latest techniques which are unavailable in Africa. He studied and worked in Russia, in France and in Canada. It helped him to interact and appreciate other cultures and people from different parts of the world. Studying and working in a foreign country broadens his scope and outlook. By returning and creating SAFE-ELEC, he imported these leading knowledges back to Africa. Former expatriate expert returning at home: This example is a little hope for Africa to compete with the rest of the world.

Mr. Doumbia is a Multilingual Electrical and Computer engineer with visionary, innovative talent and versatility. His career began in France where he worked for a few years as an engineer in the fields of studies, evaluation, design, implementation and maintenance of technical projects such as electrical distribution, industrial process control systems, automation, and computer networks.

He emigrated to Canada with his family in 1993 and became an Educator in the fields of Digital Systems Technology and Computer engineering. He has tauch at Various Colleges in Montréal. He has an open mind, international view of problems.

After more than 15 years teaching, creating and managing information technology for private companies in France and Canada, Mr. Doumbia decided that the meaning of life was to bring his contribution to the development of Africa, since Africa, in spite of its numerous evils, offers the best values of solidarity and humanity in the world.
He returned to Mali in 1997 and founded SAFE-ELEC. Mr. Doumbia owns 100% of the company. He has run strategic planning workshops for infrastructure planning and training courses for the private sector, the government, and NGOs. During the first year of the project, Doumbia expects to dedicate 60% of his time to electrification of the concession, while the rest of his time will be allocated to traditional business activities.
Coming directly from the private sector, Mr. Doumbia is convinced that the development of SMEs must be the central focus of a winning long-term strategy for developing the African continent. This is why in 1997 in Bamako Mali, he founded SAFE-ELEC, a company that offers computer and electrical installation services.

Mr.Doumbia has clearly a passion for this work. The concession provides him with the ability to merge his entrepreneurial spirit and experience with the opportunity to help in the development of rural areas in Mali where he grew up and where his father and 60 other members of his family still reside. Doumbia is very excited about expanding the use of Photovoltaic (PV) systems in rural Mali. He believes that renewable energy needs to play a critical role in the development of Africa. This passion for renewable energy was evidenced in the fact that SAFE-ELEC’s initial proposal to the Malian government suggested using only PV to reach its customers.

Experience

With a Master of Sciences Degree in ELECTRICAL ENGINEERING coupled with a
“MASTÈRE SPÉCIALISÉ” IN CONTROL SYSTEMS / COMPUTER ENGINEERING and 17 years of work experience, Mr.Doumbia is a good professional with sound background in the design and implementation of Electrical schematics/wiring diagrams, calculations of short circuit, load flow, voltage drop, cable sizing and associated controls. One-Line drawings, equipment schedules, and cable and raceway schedules.
In addition to his Scope of work as lead electrical engineer, Mr.Doumbia masters the:
• Design and specification of electrical systems including generators, high voltage substations, medium and low voltage switchgear, bus duct, power transformers, medium/ low voltages electrical switchboards, power panels, UPS, transmission and distribution systems, protective relaying and metering, grounding systems, lighting and security systems and Motor Control Center (MCC) specification.
• Construction coordination and project management for plant / building facilities.
With Complete familiarity with French, Canadian and Malian Electrical Code (NF-C) Mr.Doumbia can act as Project Manager to implement the project.
2.3 Personal role
Mr.Doumbia’s role in SAFE-ELEC is to manage the production and distribution of electricity. Doumbia works as full-time Manager for the company.
